Mixed Use Projects

  • Mitchell/Western Hub/Mitchell 54 West MPUD (1159 acres MOL at SW corner of S.R. 54 and Little Road).  Represented landowner in obtaining approval of land use amendment for 6,773 residential units and over 5 million square feet of commercial/retail space in this critical project in West Pasco County.  Also represented landowner and developer (Kitson & Partners) in approval of large, mixed-use MPUD with 900,000 SF of retail and 900 DUs.  Negotiated transportation package with Pasco County involving the fee-creditable extension of Welbilt Boulevard through the site.
  • Cypress Creek Town Center DRI (510 acres on I-75 and S.R. 56 in Pasco County). Represented DRI developers in Notice of Proposed Change and Development Agreements, and continued representation of Sierra Properties’ interest in the DRI.
  • Hines/Legacy MPUD/Asturia (534 Acres on S.R. 54 in South-Central Pasco County).  Represented Hines Interests in substantial MPUD amendment, through the permitting process, and drafted and negotiated several complex easements with the County and regulatory agencies pursuant to settlement agreement with Pasco County.
  • Suncoast Crossings DRI/Northpointe NOPC (72 acres MOL at SE corner of Suncoast Parkway and S.R. 54 in Pasco County).  Representing landowner in DRI Notice of Proposed Change (NOPC) to add additional entitlements to DRI and extend its term.
  • Mitchell/U.S. 41 Site (1,400 MOL on U.S. 41, north of S.R. 52).  Represented landowner before Pasco County and the Florida Department of Community Affairs in Comprehensive Plan amendment, which changed the land use classification from an agricultural district to a mixed use project that permits 880,000 SF of light industrial, 99,000 SF of office and 1,483 residential units.  Overcame major objections from the Florida Department of Community Affairs as to demonstrated need and urban sprawl.
  • Stony Brook PD/MPUD (40 acres on S.R. 54 across from Saddlebrook Resort).  Represented landowner in obtaining approval of PD land use amendment/master planned unit development zoning permitting 192,000 SF of commercial/retail/office entitlements.  Project involved the realignment of two roadways, including a regional arterial, through the subject site and negotiating offsite wetland mitigation credits.
  • Gateway Commerce Park PD/MPUD (19 acres MOL on Eiland Boulevard in East Pasco County).  Represented landowner in obtaining approval of PD land use amendment/master planned unit development zoning permitting 172,000 SF of commercial/retail/office entitlements.  Project involved obtaining approval of Florida Department of Community Affairs in location north of existing S.R. 54 node.
