Master Planned Developments

Hobby & Hobby, P.A has entitled many large projects in Pasco County in our almost 50 years of land use work, totaling well more than 75,000 residential units and 70 million square feet of non-residential entitlements, including the following recent projects among many others:

  • Project Arthur PD/MPUD (Angeline) (6,255 acres running from S.R. 52 south for almost 7 miles along Suncoast Parkway). Represented master developer in obtaining Comprehensive Plan Amendment and MPUD approval involving 11,495 residential units and 32 million square feet of non-residential development, including large Moffitt project in Pasco County.  Involved negotiations for the construction of several large roadways, and the resolution of the longstanding permitting issues that allowed for the construction of the Ridge Road extension from Moon Lake to Central Pasco.
  • Two Rivers PD/MPUD (acres on S.R. 56 running from Morris Bridge Road to U.S. 301).  Represented master developer in obtaining Comprehensive Plan and MPUD approvals for over 6,400 residential units, and over three million square feet of non-residential entitlements. Also represented master developer in sale of large school site to Pasco County Schools and large District Park to Pasco County.
  • Mitchell/Western Hub/Mitchell 54 West MPUD (1,159 acres MOL at SW corner of S.R. 54 and Little Road).  Represented landowner in obtaining approval of land use amendment for 6,773 residential units and over 5 million square feet of commercial/retail space in this critical project in West Pasco County.  Also represented landowner and developers in approval of several large, mixed-use MPUDs within the Western Hub and negotiated transportation package with Pasco County involving the fee-creditable extension of Welbilt Boulevard through the site.
  • KD 52 MPUD (Krusen Douglas) (785 acres at NW corner of I-75 and S.R 52). Represented master developer in obtaining Comprehensive Plan Amendment and MPUD approval for mixed-use development with over 3,600,000 square feet of light industrial, retail and office development, as well as 2,200 residential units. Also, negotiated economic incentive agreement to incentivize the construction of on-site and adjacent roadway network and utility infrastructure needed to serve employment-generating uses.
  • Connerton (8,000 acres). Represented master developer in abandoning the original DRI and obtaining approvals on several different large MPUDs within the overall former DRI, which includes over 8,500 residential units and over 2,000,000 square feet of non-residential entitlements.
  • Wildcat/Bailes MPUD (Johns Hopkins All Children’s Hospital) (176 acres at NE corner of I-75 and Overpass Road)- Represented Johns Hopkins All Children’s Hospital in obtaining zoning entitlements and other approvals for proposed new regional pediatric hospital, including 1,275 Multi-Family units, 155,000 Square Feet of Retail, 150,000 Square Feet of Office, 250,000 Square Feet of Medical Office, 365,000 Square Feet of Hospital, and 250 Hotel Rooms.
  • Numerous MPUDs in VOPH. Represented numerous landowners, developers and homebuilders in obtaining zoning approvals in the Villages of Pasadena Hills Special Overlay District.
  • Cypress Creek Town Center DRI (510 acres on I-75 and S.R. 56 in Pasco County). Represented DRI developers in Notice of Proposed Change and Development Agreements, and ultimate DRI Rescission and new MPUD for 2.3MM square feet of retail and other entitlements, including regional mall and surrounding developments.
  • River Landing MPUD (801 acres at S.R. 56 and Morris Bridge Road). Represented landowner in obtaining Comprehensive Plan and MPUD approvals for 1,999 residential units, 250,000 square feet of retail and 150,000 square feet of office entitlements.
  • Hines/Legacy MPUD/Asturia (534 Acres on S.R. 54 in South-Central Pasco County).  Represented Hines Interests in substantial MPUD amendment, through the permitting process, and drafted and negotiated several complex easements with the County and regulatory agencies pursuant to settlement agreement with Pasco County.
  • Suncoast Crossings DRI/Northpointe NOPC (72 acres MOL at SE corner of Suncoast Parkway and S.R. 54 in Pasco County).  Representing landowner in DRI Notice of Proposed Change (NOPC) to add additional entitlements to DRI and extend its term.
  • Mitchell/U.S. 41 Site (1,400 MOL on U.S. 41, north of S.R. 52).  Represented landowner before Pasco County and the Florida Department of Community Affairs in Comprehensive Plan amendment, which changed the land use classification from an agricultural district to a mixed use project that permits 880,000 SF of light industrial, 99,000 SF of office and 1,483 residential units.  Overcame major objections from the Florida Department of Community Affairs as to demonstrated need and urban sprawl. Now representing the proposed developer on MPUD for project.
  • EPCO Ranch North MPUD/Former Epperson Ranch DRI (1,051 acres on Curley Road, Wesley Chapel, FL).  Represented national homebuilder in abandoning DRI and in new MPUD for 1,700 DUs.
  • Oakley DRI/The Grove Mall (120 acres MOL at NW corner of I-75 and S.R. 54).  Represented landowner throughout DRI/MPUD entitlement process and the sale of the project to Echo Development.  Entitlements include 300 multi-family units, 761,295 SF of commercial, a 2,738-seat theater, 175,000 SF of office and a 110-room hotel.
  • HCA/Mitchell Ranch Plaza DRI.  Represented client in obtaining approval of Notice of Proposed Change to existing DRI to permit the construction of a 375 bed regional hospital, two 95,000 SF office buildings and associated uses.
